Food Alert: A Crisis Simulation for Stress Testing the European Food System

Food Alert was initiated to fill a gap in available tools for crisis preparedness in European food policy. The project focused on the use of stress-testing to explore vulnerabilities and resilience in the European food system, particularly under scenarios of climate-driven disruption. It aimed to inform EU food system transformation by developing a practical, participatory policy tool rooted in real-world governance dynamics. In early 2024, the project delivered a European-level crisis simulation in Brussels.

Thematically, the project connected with:

  • Climate adaptation and systemic risk
  • Food security and governance
  • Policy readiness and cross-sector resilience

CRS played a leading technical and facilitation role, with the following key contributions:

  • Coordinated the Technical Working Group and led the design of the crisis simulation scenario
  • Developed and facilitated interactive simulation experience using a mobile app, visual storytelling, and live moderated breakout groups
  • Ensured methodological integrity in systems thinking and stakeholder engagement, drawing on prior experience from the CASCADES project

Simulation participants included senior officials from the European Commission (DG AGRI, Secretariat General), ministries from EU member states, city governments, producer/trade groups, academic institutions, NGOs, and journalists.

Results

As part of the project, we have designed and conducted the Food Alert Policy Simulation, as detailed in the Simulation Workshop Report.
